The Council is ambitious for West Lancashire - our economy, the environment and for the health and wellbeing of residents. These Local Plan Preferred Options propose a new Local Plan that reflects those ambitions, seeking to ensure that West Lancashire improves as an attractive place that people will want to live, work and visit, and does so in a sustainable, planned manner over the next 30 years in a way that provides a degree of certainty for all.

Whilst we adopted our current Local Plan back in 2013, which covers the period 2012-2027, we need a new Plan to make sure our policies are up-to-date and to meet the new requirements of the revised National Planning Policy Framework. This will ensure that we are able to guide the level and location of development within the Borough. If the Local Plan becomes out of date the Council has less control over future development within the area.

Some of the main proposals of the Local Plan Review Preferred Options are:

  • A plan period that lasts to 2050
  • 16,000 new homes
  • 3 new garden villages to the west of Skelmersdale
  • A 'Knowledge Park' in Ormskirk and a logistics park at J3 of the M58.
  • The regeneration of Skelmersdale Town Centre
  • A new rail line to Skelmersdale, including a station in the town centre.

Why we are consulting

The Council initially consulted on the Scope of, and the Issues and Options for, the Local Plan Review in 2017, and we are now asking for your views on the second stage – The Preferred Options for development, which is essentially a first draft of a new Local Plan.

The consultation process will allow the Council to hear and consider your views and take them forward to the next stage of the process. This will be the production of a revised Draft Plan, known as the Publication document.


Consultation Events

We are holding 9 events across the Borough where you an come and discuss the Local Plan Review Preferred Options proposals. Each event will be split into appointments so we can talk to individuals or small groups of 6 or less. Appointments will be available between 10am and 9pm at each event. Places at these events MUST be booked in advance. People who have not booked an appointment and groups of more than 6 people will not be allowed into the venue for the event. 

Booking can be done via Eventbrite.

The events are to allow officers to try and answer any questions you may have. To make formal comments on the Preferred Options, you must submit them in writing to us (known as written representations). The easiest way is to use this portal to give us your views.

What happens next

The Consultation has now closed. Thank you for your comments and view on the Local Plan Preferred Options document.

The Local Plan Review was 'ceased' by WLBC Cabinet in September 2019.  A new local plan will be prepared from 2020 onwards.
